The reality of administrative empowerment and the obstacles that hinder its application in the factories affiliated to the National Cement Company—Libya

Abstract

This study aims to identify the reality of administrative empowerment and the obstacles that hinder its application in the factories affiliated to the National Cement Company - Libya from the point of view of department managers and department heads. In order to achieve the objectives of the study, the descriptive analytical approach was used, and a questionnaire was designed as a main tool for collecting primary data and statistical information from the study sample. Among the most important results reached is that the administration's interest in spreading the concepts and requirements of administrative empowerment was little, in addition to the lack of awareness among some administrative leaders.
